Federal law doesn’t require insurance companies to sell Medigap policies to people under 65. However, the following states do require Medigap insurance companies to sell you a Medigap policy, even if you’re under 65: California, Colorado, Connecticut, Delaware, Florida, Georgia, Hawaii, Illinois, Kansas, Louisiana, Maine, Maryland, Massachusetts, Michigan, Minnesota, Mississippi, Missouri, New Hampshire, New Jersey, New York, North Carolina, Oklahoma, Oregon, Pennsylvania, South Dakota, Tennessee,
Texas, Vermont, and Wisconsin
Medigap isn’t available to people with ESRD under 65 in California, Massachusetts, or Vermont. In Delaware, Medigap is only available to people under 65 with ESRD.
Even if your state isn’t on the list above, some insurance companies may voluntarily sell Medigap policies to people
under 65. Source: https://www.cms.gov/Outreach-and-Education/Training/CMSNationalTrainingProgram/Downloads/2016-Medicare-Supplement-Insurance-Medigap-Policies-Workbook.pdf
